ICOSA Assessed Itself
In the spirit of radical transparency, we submitted the ICOSA platform to its own multi-model compliance assessment. Here are the results.
Assessment Methodology
The ICOSA platform was submitted to a Full Council Certification assessment (11-model, BFT consensus) against the EU AI Act (Regulation 2024/1689). The assessment evaluated ICOSA across all applicable articles, with particular focus on:
- Art. 9Risk Management: ICOSA implements a continuous risk assessment framework, with multi-model redundancy as its primary risk mitigation strategy.
- Art. 10Data Governance: Assessment inputs are structured through the Observation Framework, ensuring data quality and provenance tracking.
- Art. 11Technical Documentation: The ICOSA whitepaper, API documentation, and architecture specifications provide comprehensive technical documentation.
- Art. 13Transparency: This self-assessment page, the whitepaper, and the ICOSA Index demonstrate commitment to transparency about capabilities and limitations.
- Art. 14Human Oversight: ICOSA is designed as a decision-support tool. All compliance determinations are advisory and require human review before acting upon them.
- Art. 15Accuracy & Robustness: BFT consensus ensures robustness against individual model failures. Confidence scoring quantifies assessment reliability.
Transparency Statement
We acknowledge the inherent tension in self-assessment. A system evaluating its own compliance creates a potential conflict of interest that we address through the following measures:
Multi-Model Independence
The 11 council models are operated by different providers with different architectures. No single entity can influence the consensus outcome.
Identical Process
ICOSA was assessed using the exact same protocol, observation framework, and scoring criteria as any other system. No special treatment was applied.
Public Results
These results are published in full. We invite scrutiny from regulators, researchers, and the public.
Continuous Monitoring
We will re-assess ICOSA periodically and publish updated results as the platform evolves and regulations are updated.
