Sentinel is advisory. It does not produce an Audit Chain attestation, and it is not a certification you can present to a regulator or auditor as proof of conformity. Cryptographic attestation — a hash-chained, Ed25519-signed record sealed in ICOSA's Audit Chain — belongs to the Certification tier.
Stating this plainly up front is deliberate: buyers in regulated sectors are evaluating what the deliverable proves, and discovering the limit late erodes trust.
The reason is structural, not commercial. Byzantine Fault Tolerance requires n = 3f + 1 models to tolerate f faulty ones. Sentinel runs a three-model council at n=3, f=0 with a 2/3 quorum — fast, but with no tolerance for a faulty model, which is why its output is advisory. Certification runs n=11, f=3 at a 7/11 quorum and tolerates three faulty models; that margin is what makes its verdict attestable.
